On September 22, 2025, Prime Minister Narendra Modi (virtually) inaugurated and laid foundation stones for infrastructure projects worth over ₹5,125 crore in Arunachal Pradesh. The event took place at Indira Gandhi Park, Itanagar. These projects span energy, connectivity, and healthcare, as well as tourism and other key areas.
Key Projects & Their Details
Here are the main projects unveiled, and what they are expected to deliver:
| Project | Sector | Capacity / Scale | Cost | Expected Benefits |
|---|---|---|---|---|
| Tato-I Hydropower Project | Energy | 186 MW | ₹1,750 crore | Will generate ~802 million units of electricity annually; helps meet power demand in the region and reduces dependence on outside supply. |
| Heo Hydropower Project | Energy | 240 MW | ₹1,939 crore | Will generate ~1,000 million units of electricity/year; strengthens overall energy infrastructure, especially in remote districts. |
| Convention Centre at Tawang | Connectivity / Tourism | Capacity ~1,500 people | ₹145.37 crore | Built under the PM-DevINE scheme, expected to boost tourism, provide a venue for cultural and international events, and improve economic activity in Tawang. |
| Additional Infrastructure Projects | Connectivity, Healthcare, Fire Safety, etc. | Multiple smaller projects | ~₹1,290+ crore | Improved roads, fire safety, and possibly better hospital or clinic facilities; strengthen public services. |

How These Projects Will Help
- Energy Security
The two new hydropower projects will add nearly 426 MW of clean power capacity. For a state like Arunachal Pradesh, which has difficult terrain, remote villages, and often lacks a stable grid supply, these projects will help reduce power cuts and enable more reliable electricity. Clean hydropower also aligns with sustainable goals. - Boosting Connectivity & Tourism
The convention centre in Tawang is more than just a building. It will help attract tourists, host cultural festivals, conferences, and create jobs. Improved connectivity through roads, fire safety, etc., will also connect remote areas to markets and services. - Healthcare & Public Services
Though details are fewer about exactly which healthcare institutions are being upgraded, the announcement includes projects in healthcare and fire safety. This means better access to emergency services, possibly improved clinics or hospitals, and improved safety infrastructure. For people living in remote hilly areas, this is very important. - Economic Growth, Jobs & Local Benefits
These projects cost thousands of crores but will bring employment during construction, boost local businesses, and, over time, attract investment in tourism and services. They also help reduce migration from rural or remote areas since basic services become more accessible.

Challenges & What Still Needs to be Done
While these projects are promising, there are things to watch and ensure:
- Execution in difficult terrain: Arunachal has hilly regions, fragile ecology; roads and power lines must be built carefully to avoid environmental damage.
- Maintenance & skilled workforce: After construction, running hydropower plants, convention facilities, and hospitals need skilled staff, spare parts, etc.
- Accessibility: Remote villages need to be truly connected, not just physically but via good roads, telecommunications, and transport services.
- Affordability: Even when infrastructure is there, people must be able to reach it, afford services, electricity, and medical care.
What It Means for Local People
- Villagers will get more reliable electricity, which helps with lighting, appliances, irrigation, etc.
- Easier access to health facilities and improved emergency response.
- New job opportunities in construction, operations, and tourism.
- Better social infrastructure (roads, cultural centres) builds pride, improves quality of life.
This set of projects shows a strategic push by the government to prioritize northeast India, traditionally underserved in infrastructure. It aligns with broader goals of inclusive growth, sustainable energy, and bridging regional inequalities. Additionally, hydropower projects contribute to clean energy, reduce carbon emissions, and support climate goals.
The infrastructure launches in Itanagar mark an important step for Arunachal Pradesh’s development. Energy projects like Tato-I and Heo are game changers for electricity security. Connectivity, tourism, and healthcare upgrades will enhance the lives of many. But full benefit will be realized only if projects are executed well, access is ensured, and locals are included in planning and operations.
For SESR Foundation, such infrastructure efforts are aligned with our mission “Transforming Lives”: ensuring remote and vulnerable communities have access to energy, healthcare, connectivity, and opportunities to thrive.
